    NTT DATA has recently been appointed by the Texas Department of Information Resources (DIR) to oversee and modernize the state’s public cloud infrastructure, marking a significant milestone in Texas’s digital transformation journey. This multi-year agreement will see NTT DATA taking on the role of Public Cloud Manager (PCM) for DIR’s diverse multi-cloud environment, covering major platforms such as Amazon Web Services (AWS), Microsoft Azure, Google Cloud, and Oracle Cloud Infrastructure.

    In line with the new framework, NTT DATA is set to provide scalable, consumption-based managed services aimed at enhancing efficiency, transparency, and cost control for various public agencies in Texas. Leveraging their expertise in large-scale government digital transformation initiatives, the company plans to integrate automation, AI-driven insights, and FinOps methodologies to streamline cloud operations and drive innovation.

    Beth Howen, Divisional President for State, Local, and Education at NTT DATA North America, expressed excitement about the project, emphasizing its potential to reinforce the state’s technology leadership. She highlighted Texas as a hub of innovation and leadership and affirmed NTT DATA’s commitment to supporting the state’s progressive public service initiatives through AI-powered cloud and digital solutions.

    The collaboration will primarily focus on optimizing cloud environments to deliver faster and smarter services through automation and real-time analytics. NTT DATA will work closely with DIR’s existing Multi-sourcing Systems Integrator (MSI) to enhance financial governance using FinOps practices, aiding agencies in reducing technical debt and improving resource utilization. Additionally, the agreement includes revamping DIR’s Cloud Center of Excellence to facilitate continuous improvement, knowledge sharing, and innovation among state agencies.

    Through this partnership, NTT DATA aims to empower Texas agencies with secure, scalable, and modern cloud capabilities that can adapt to evolving demands in digital public service delivery, setting a benchmark for other states embarking on similar modernization initiatives.
