Canada’s Rapid Rise as a Leading Digital Infrastructure Hub

Canada has quickly emerged as a powerhouse in the global digital infrastructure landscape, with its data center market experiencing unprecedented growth. A recent report by DCByte revealed that the country’s total IT capacity has surpassed 10 GW, encompassing operational, under-construction, committed, and early-stage projects. This rapid expansion marks a significant shift from steady growth to exponential development.

What sets Canada’s growth apart is the fact that more than three-quarters of its total capacity is still in the early stages and committed pipeline. This signals a sustained momentum in development that positions Canada as a prominent global leader in the digital infrastructure sector for years to come.

Regional Hubs Driving Investment Momentum

The DCByte report highlights Toronto, Montreal, and Alberta as the dominant data center hubs in Canada, collectively representing 93% of the nation’s total IT load. Alberta’s Wonder Valley project, a groundbreaking initiative with a capacity of 5.6 GW supported by O’Leary Ventures, is a key player in this expansion. The project is expected to drive further growth and expansion in the region.

Emma Reese, a research analyst at DCByte, emphasized the significant impact that the Wonder Valley project could have on the power supply in Alberta. With a total power capacity of 7 GW and a critical IT load of 5.6 GW, the project underscores the growing interest from investors in large-scale Canadian developments. Alberta’s attractive mix of government incentives, ample land and power resources, and GPU-ready infrastructure positions the province as a prime destination for high-density projects.

Government Support and Private Sector Momentum

The surge in private sector investment is complemented by substantial government support. The 2024 federal budget allocated $2.4 billion for new computing infrastructure and safety research, while a commitment of C$240 million was made to support Toronto-based AI startup Cohere in developing AI data centers. Cohere’s Bell AI Fabric project aims to deliver 500 MW of capacity upon completion.

In addition to traditional financing models, innovative approaches are emerging in the sector. For instance, Canadian colocation provider eStruxture secured C$750 million in asset-backed securities funding as part of a larger C$1.35 billion package. Meanwhile, New York-based property developer Related Companies is venturing into its first North American data center project in Ontario.

Challenges and Opportunities for Growth

Despite the promising opportunities, executing these projects poses challenges. Reese noted that while billions of dollars are flowing into Canadian AI projects, many of these investments are still in the early stages of development. Established markets like Toronto and Montreal are grappling with power and land shortages, while new markets are navigating distribution challenges.

The need for speed and regulatory certainty has become crucial in differentiating projects. Jennifer Cahil from Black & Veatch emphasized the urgency of the AI data center race, which now operates on a timeline measured in months rather than years. Developers are seeking speed, certainty, reliable power sources, predictable regulations, and fast-track development processes.

Canada’s Strengths in Power and Sustainability

Stuart Cox, JLL’s data center market expert in Canada, highlighted that while multi-billion-dollar AI commitments demonstrate strong demand, the true driver of growth is power. Data centers prioritize sites that can deliver large, contiguous megawatts quickly, with redundant fiber and clear permitting processes in place. Québec stands out as a model for success due to its clean and affordable hydroelectric power, efficient siting processes, and operators capable of delivering large phases of 100-200+ MW.

Scaling up clean power sources, streamlining transmission processes, and equipping mega-sites with essential infrastructure could transform Canada’s data center landscape. Cox emphasized the importance of securing land, power, and fiber to attract AI innovation dollars and position Canada as a top-tier AI infrastructure host.

Canada’s Sustainability Edge

Sustainability remains a defining competitive advantage for Canada’s data center market. With approximately 60% of the nation’s electricity derived from hydropower, operators benefit from a cleaner and more cost-efficient energy supply. This sustainability edge further enhances Canada’s appeal as a leading destination for data center investments.
