Chinese Cloud Providers Expanding Presence in the Middle East

Chinese cloud providers are making significant strides in the Middle East, challenging the dominance of established US tech companies by aligning closely with local government priorities and regulations. While companies like Amazon, Microsoft, Google, and Oracle have had regional data centers for several years, Chinese firms such as Huawei, Alibaba, and Tencent are gaining momentum through strategic partnerships and services tailored to the specific needs of the region. These Chinese companies are investing in infrastructure, training, and collaboration with local telecom providers to strengthen their position.

Chinese Providers Supporting Digital Transformation in the Middle East

According to IDC’s Manish Ranjan, Chinese cloud providers are actively supporting local digital transformation efforts in the Middle East. Despite the strong presence of AWS, Azure, and Google Cloud in the region, Chinese companies like Huawei and Alibaba are making a significant impact. Ranjan highlighted the progress Chinese providers have made in the region, as reported by Rest of World.

US Cloud Firms vs. Chinese Providers in the Middle East

While US cloud giants were early entrants in the Middle East, with data centers in countries like Bahrain, the UAE, and Saudi Arabia, Chinese companies have followed a different strategy. Huawei, for example, has formed partnerships with local telecom companies to support cloud computing, AI, 5G, and smart infrastructure. At the Mobile World Congress in Barcelona, Alan Qi, president of Huawei Cloud Middle East and Central Asia, emphasized the company’s role in driving digital growth in Saudi Arabia.

Chinese firms like Tencent and Alibaba have also entered the regional cloud market, with Alibaba Cloud opening data centers in the UAE and Saudi Arabia. These companies have customized their platforms to meet data localization requirements and have formed strategic partnerships with government entities in the region.

Focus on Artificial Intelligence

Chinese cloud providers have been early adopters of artificial intelligence tools, integrating AI into their services more aggressively than their US counterparts. At the Huawei Global AI Summit, the company’s CTO showcased how Arabic language models could significantly improve hospital diagnostic times in Saudi Arabia, tailored to local needs.

Chinese Cloud Providers and the Digital Silk Road Initiative

China’s Digital Silk Road initiative has facilitated the market entry for Chinese firms in the Middle East, fostering diplomatic ties and reducing regulatory friction. Chinese companies benefit from high-level agreements that streamline operations and support their expansion in the region.

Preference for Hybrid Deployments

Chinese cloud providers have structured their regional strategy around hybrid deployments, combining cloud services with on-premise data centers. This flexibility has played to their strengths, especially in markets like the Middle East.
